Added Loteria Cards, NarZart Sigils, Hebrew Phonetics, and Various Tweaks

Thanks to ThriftstoreBarbie and Junior C over at the Faith Blind Council discord for introducing me to Loteria, and to the elusive narZart for the sigil method and tutorial!

• The option now draws an outline around your sigil.
• The option now shows the phonetic representation of Hebrew characters.
• By request, links to iching meanings now open in a separate window.
• Selecting any kind of sigil now gives a link to an article explaining how to use sigils.
• By popular demand, you can now deal Loteria spreads at Cartomancy > Loteria.
• By popular demand, selecting narZart from the dropdown will now allow you to use the method described in narZart’s sigil tutorial.
